A rising concern over counterfeit electrical parts – but uncertainty about their actual use – was found in ELECTRICAL CONTRACTOR Magazine's 2008 Profile of the Electrical Contractor. Key findings also include a sharp rise in energy efficiency, green/sustainable building and Leadership in Energy and Environmental Design (LEED) certification. Published by the National Electrical Contractors Association (NECA), Bethesda, Md., ELECTRICAL CONTRACTOR’s biannual profile offers the most in-depth picture of U.S. electrical contractors and their businesses.

Survey Examines Impact Of Labor Shortages On Union Contractors

Nearly two-thirds of the contractors who responded to a Construction Labor Research Council survey indicated they lack sufficient craftworkers for their projects and are using a variety of measures to cope with the shortfalls. However, adopting non-traditional work practices can increase labor costs beyond the contractual wage and fringe rate.

FAR Proposes Rule Requiring Federal Contractors & Subs To E-Verify Workers’ Status

A rule proposed by the Federal Acquisition Regulation Council would require contractors to use the E-Verify electronic system to verify the employment eligibility of all workers — new hires and existing  workers — on direct federal contracts. NECA is scrutinizing the proposal and working hard to protect our members' interests.

NECA Adds Voice, Expertise to Proposed Rule for Labor Trusts

The U.S. Dept. of Labor’s Employment Standards Administration (ESA) recently proposed rule establishing a new Form T-1. The form requires any labor organizations who have established trusts, including multi-employer trusts with management groups like NECA, to file additional paperwork on top of current requirements. NECA believes the new T-1 rule has crossed a line and directly contradicts existing labor law and practices and makes unfounded assumptions about how such plans are managed.

Federal Contractors To Be Required To Use E-Verify System To Confirm Workers’ Status

An amended Executive Order issued on June 9, 2008, instructs federal agencies to require their contractors to use the Department of Homeland Security's Internet-based E-Verify electronic system to confirm the employment eligibility of all workers on direct federal contracts. Proposed regulations for implementing this order are in development, and NECA is on the case.

Another Study Points To Superiority Of Union Apprenticeship Training Programs

In line with numerous other research projects that examined similar data for other states and nationally, a new investigation by the University of Massachusetts’s Labor Resource Center found that union apprenticeship programs in Massachusetts are more successful at enrolling apprentices and producing journey-level workers than are non-union programs.
